Ben McKay, executive director of the Surplus Line Association of California, believes the announcement by U.S. Attorney General Jeff Sessions that the Department of Justice would no longer follow what's known as the Cole Memo, a set of guidelines that deprioritized the enforcement of federal marijuana laws, could have a chilling effect on the industry and those who sell insurance to marijuana businesses.
